For years, expanding internet access in Uganda has largely followed a familiar formula: build more fibre networks, deploy more mobile towers, and extend coverage gradually into underserved areas.
But reaching every corner of the country has remained a challenge. Remote schools, health centres, tourism facilities, mining sites, construction projects and businesses operating outside major towns often face a simple problem — the demand for reliable connectivity exists, but traditional infrastructure is expensive or difficult to deploy.
This is the gap Starlink is positioning itself to fill.
Rather than entering Uganda as a standalone internet provider competing directly with telecom operators, the satellite internet company is building its local presence through partnerships with some of the country’s biggest connectivity players.
The company has now partnered with MTN Uganda, Airtel Uganda and Roke Telkom, creating a new model where satellite connectivity becomes an additional layer supporting existing mobile, fibre and enterprise networks.
The approach reflects a broader global shift in telecommunications: the future of connectivity may not be defined by one technology replacing another, but by multiple networks working together.

Starlink’s role in Uganda’s connectivity puzzle
Starlink, operated by SpaceX, uses a network of Low Earth Orbit (LEO) satellites to provide high-speed, low-latency internet connectivity without relying entirely on traditional ground infrastructure.
Unlike conventional satellite internet systems that use satellites positioned much farther from Earth, LEO networks operate closer to the planet, reducing delays and improving performance.
For Uganda, this technology presents an opportunity to address one of the biggest challenges facing digital expansion — connectivity in places where building fibre networks or additional towers may not make commercial or practical sense.
The approval of Starlink’s operations in Uganda marked an important step in expanding the country’s connectivity options. However, the company’s commercial rollout strategy suggests it does not intend to operate in isolation.
Instead, Starlink is plugging into the existing telecommunications ecosystem.
MTN Uganda: Adding satellite connectivity to enterprise networks
MTN Uganda was among the first major telecom operators to announce its Starlink partnership, extending the wider MTN Group-Starlink collaboration into the Ugandan market.
The partnership adds satellite connectivity to MTN Uganda’s enterprise solutions portfolio, targeting organisations operating in remote and underserved locations where conventional infrastructure may be limited or difficult to deploy.
The initial focus areas include education, healthcare, agriculture, humanitarian response, energy, tourism, financial services and government services — sectors where reliable connectivity can directly impact service delivery.
For MTN, Starlink is not positioned as a replacement for its existing mobile and fibre networks. Instead, it becomes another tool to extend the company’s ability to serve customers in locations where terrestrial infrastructure has limitations.
Sylvia Mulinge, CEO of MTN Uganda, described the partnership as a way of strengthening the company’s ability to support enterprise customers beyond conventional network coverage.
“It adds an important capability to our existing network and enterprise solutions, helping us serve businesses, institutions and communities that need dependable connectivity beyond the reach of conventional infrastructure.”
This reflects a broader strategy by MTN Group, which has been exploring satellite technology as a complementary layer to its existing networks across African markets.
Airtel Uganda: Part of a wider satellite strategy
Airtel Uganda’s connection to Starlink comes through Airtel Africa’s broader partnership with SpaceX, which explores the use of Starlink satellite capabilities across the group’s markets.
The partnership is part of Airtel’s wider push to expand digital access and strengthen connectivity solutions across Africa, particularly in areas where traditional infrastructure faces limitations.
The development comes as African telecom operators increasingly look beyond traditional network expansion models.
For operators such as Airtel and MTN, satellite technology offers a way to extend connectivity without requiring every location to first have extensive fibre or tower infrastructure.
The opportunity is particularly significant in sectors such as agriculture, logistics, tourism and government services, where operations often extend beyond urban centres.
Roke Telkom and Paratus: Bringing Starlink into Uganda’s enterprise market
The latest partnership involving Roke Telkom and Paratus Uganda highlights another dimension of Starlink’s local strategy — using established connectivity providers with enterprise experience to deliver specialised solutions.
Paratus Uganda, working with Roke Telkom, has launched Starlink enterprise connectivity services targeting businesses and organisations that need reliable internet access in locations where conventional networks may not be sufficient.
The partnership combines Paratus Group’s regional telecommunications expertise across Africa with Roke’s two decades of experience serving Ugandan customers.
Unlike consumer-focused internet offerings, the enterprise approach is aimed at organisations that require connectivity as part of wider technology systems — including cloud platforms, cybersecurity solutions, branch networks and operational communication tools.
Edwin Kyambadde, Country Manager at Paratus Uganda, said the value of Starlink lies in helping businesses solve specific connectivity challenges.
“Our focus is not simply on selling connectivity. We want to understand what the customer is trying to achieve, where they operate and what their network requires, and then design a solution that works for them.”
Why telecom operators need Starlink (and why Starlink needs telecom operators)
At first glance, satellite internet companies and telecom operators could appear to be competitors.
But in Uganda’s market, the relationship is proving to be more complementary.
Building nationwide connectivity is expensive. Fibre networks require physical infrastructure, permits and significant investment. Mobile networks require towers, power systems and maintenance.
Satellite connectivity removes some of those barriers, allowing organisations to connect locations much faster.
For Starlink, partnering with existing operators provides something equally valuable: local market knowledge, enterprise relationships, customer support systems and regulatory experience.
For telecom companies, Starlink provides a new capability that strengthens their ability to serve customers in difficult-to-reach locations.
The result is a hybrid connectivity model where fibre, mobile networks and satellites work together.
The next phase of Uganda’s digital infrastructure
Uganda’s digital economy increasingly depends on reliable connectivity. Businesses are moving more operations online, schools are adopting digital learning tools, healthcare providers are exploring telemedicine, and organisations are relying on cloud-based systems.
In this environment, connectivity is no longer just about having internet access — it is about ensuring businesses and institutions can operate wherever they are located.
Roke Telkom CEO Peter Muhumuza captured this shift, noting that businesses now require connectivity that integrates with their broader digital infrastructure.
“Connectivity on its own is no longer enough for businesses. What businesses need is connectivity that works within their wider operations, whether that means integrating their networks, strengthening cybersecurity or connecting them to cloud services.”
As Starlink continues its rollout in Uganda, the bigger story may not be the arrival of satellite internet itself.
The bigger story is how Uganda’s connectivity landscape is evolving — from a world where networks depended almost entirely on cables and towers, to one where satellites, fibre and mobile infrastructure increasingly work together.
