The inaugural Uganda Developer Summit, held in Kampala, brought together a diverse group of tech enthusiasts, developers, entrepreneurs, and industry leaders. The event served as a platform for knowledge exchange, networking, and showcasing innovations in the Ugandan tech ecosystem.
The summit was hosted by Refactory Academy, a leading industry software skilling academy in Uganda. Several other companies and organizations were involved as stakeholders and partners for the event, including NFT Consult, Innovation Village, Laboremus Uganda, the ICT Association of Uganda (ICTAU), among others.
We attended the two-day engagement and here are seven key learnings from the summit that highlight the current state and future direction of technology development in Uganda.
The importance of localized solutions
One of the most significant takeaways from the summit was the emphasis on developing localized solutions that address the unique challenges faced by Ugandans.
Dr. Aminah Zawedde, the Permanent Secretary for the Ministry of ICT and National Guidance, addressed in her keynote speech the importance of developing solutions relevant and impactful for Uganda, urging organizers to consider making the summit a regional event to ensure inclusivity across the country.
Dr. Zawedde highlighted the ICT Ministry’s efforts to establish regional ICT innovation hubs in locations like Soroti, Kabale, and Arua, serving as nurturing grounds for local developers and innovators. She noted that the summit aligned with Uganda’s National Digital Transformation Roadmap, an initiative aimed at driving the nation’s digital technological progress and economic growth.
Many other speakers highlighted the need for software and applications tailored to local languages, cultures, and economic conditions. This approach not only enhances user adoption but also fosters a sense of ownership among local communities.

Collaboration is key
Collaboration among developers, startups, and established tech companies emerged as a critical factor for success.
Isaac Odong of Tek Juice highlighted the summit as a significant opportunity for collaboration, bringing together all players in the Ugandan tech landscape. The event’s tagline, “Engage. Learn. Connect,” also shed light on its focus on interaction and teamwork among participants.
Through panel discussions, workshops, and networking opportunities, the summit fostered collaboration among industry peers and stakeholders. Additionally, the event aimed to forge partnerships by connecting public, private, and global entities. A Career Fair was organized to link tech professionals with leading companies, facilitating potential collaborations and job opportunities.
The role of Government in Tech Development
Government support was a recurring theme, with many discussions focusing on how policies can either hinder or promote technological advancement. Attendees stressed the need for a conducive regulatory environment that encourages innovation while protecting consumers.

Embracing emerging technologies
The summit featured discussions on various emerging technologies, including artificial intelligence, blockchain, and the Internet of Things (IoT). Experts shared insights on how these technologies can be integrated into existing systems to improve efficiency and drive economic growth.
Additionally, the summit featured panel discussions that included topics on cybersecurity, emerging technologies, and their impact on employment opportunities. The event also planned an Emerging Tech Showcase, which aimed to demonstrate and promote the latest technological innovations, further emphasizing the importance of embracing emerging technologies in Uganda’s tech landscape.

Building a strong Developer Community
A strong developer community is vital for nurturing talent and fostering innovation.
The summit aimed to foster collaboration among participants and emphasized the importance of creating meaningful connections within Uganda’s tech ecosystem. It served as a platform for developers to engage with industry peers, share knowledge, and participate in workshops and panel discussions focused on enhancing their skills and building community ties.
The event also highlighted the need for inclusivity and support for developers at all levels, promoting an environment where collaboration could thrive. By connecting various stakeholders, including public and private entities, the summit sought to strengthen the developer community in Uganda, ultimately driving innovation and growth in the tech sector.
The need for investment
Investment in the tech sector was identified as a crucial element for sustainable growth. The summit positioned Uganda as a potential tech investment destination, emphasizing the importance of attracting both local and international investors to support the growth of the tech sector.
The event served as a platform to showcase Uganda’s vibrant pool of developers and innovative projects, highlighting the opportunities for investment in the country’s digital economy. Discussions included how to tackle challenges and seize opportunities within the tech landscape, with a focus on forging partnerships between public, private, and global stakeholders.
