The Ugandan government is digitizing all aspects of how it does business in order to increase efficiency. In 2019, the Uganda police deployed on all major roads in Kampala with Electronic Express Penalties Scheme (EPS) gadgets, to ease payment of traffic penalty tickets.
Under the new arrangement, traffic fines are no longer placed on a car number plate but will be issued against the driver’s permit. This means the driver will carry his penalties even when he switches from one vehicle to another. The maximum punishment for not paying a traffic penalty ticket is that your driving permit will not be renewed.

A surcharge with be placed on every unpaid penalty after 28 days from the time of issuance. The penalties are shared with the Uganda Revenue Authority (URA) and Face Technologies. Drivers with pending traffic penalties will have their driving permits withheld during renewal until they clear.
Below is a step by step method of how to pay your Traffic penalty tickets online or using mobile money.
1. Open the URA website www.ura.go.ug and log into your account.
2. On the left side menu select Payments

3. Under Payments, Select Registration, as shown above
4. A new Payment Registration page opens and make the following selections
a) Select Payment Type : DT drop the drop down menu

b) Under Tax Head, Select: Other NTR

c) Ministry/ Department/Agency: POLICE NEW EXPRESS PENALTY

d) Ticket Number: Once you select the Police New Experess Penalty Option, it will open up the Express Penalty page. You will then be prompted to insert your Ticket number. There are two ways to get this ticket number;
Option 1: On your Mobile, send EPS text message to 8888. It should be like this! Enter 8888 as the number to send the message to and type EPS followed by your car number eg EPS UAX000Z and send it to 8888 (SMS charges apply). Shortly, you will receive a text message from the same number containing details of your unpaid tickets. Please note that sometimes this option will work instantly, sometimes a short delay might be there and sometimes, you won’t be able to get a response in case of some errors.
Option 2: You can get access to this information by accessing the Uganda Police Inspectorate of Vehicles offices Naguru (Opposite Spear motors). What you need is the motor vehicle registration number which will be checked and details about its traffic fines and pending payment tickets including when it was issued, who it was issued and etc provided.

Once you have the number you can put it in the URA page as shown above.
d) TAX HEAD NAME: Choose the offense name and below it, you will view the corresponding amount payable. Also fill in all other necessary information marked with the red asterisks (*).
e) Online and mobile Payment: When you scroll at the bottom of this page, you have the option to pay the Traffic penalty tickets either online to using mobile payment. And there you have it you have completed the steps required.
