Previously, if you lost your driver’s license, it required you to not only declare in newspapers that you’ve lost it, but you also needed to get a copy of the newspaper advert, a police letter, a valid identification document, payment proof for the renewal and a filled-out application form. These would then be submitted to a nearby Uganda Drivers Licencing System office for processing and one would get their duplicate license there and then.
It was all good but it also came with its own set of risks, especially the newspaper advertisement part with fraudsters making it a point to contact victims from the newspaper ad, given it required one to submit their driver’s license details with their respective mobile number.

This has since been scrapped and all one requires is the following
- A valid national ID (For Ugandan Applicants) and in case this is not available, a NIRA verification letter
- A valid passport, visa, and if applicable, a work permit, dependent or student pass (original copies) for non-Ugandans
- An original refugee card issued by the office of the prime minister
- Proof of payment with a payment registration number
- A police report
- A Fully filled-out application form
Not to say that the newspaper scam is entirely responsible for this shift, but it goes a long way to save would-be victims of unsaid consequences.
