    Fired UCC employees request IGG to intervene

    [/blockquote] Last year, over 50 people were retired or left jobless after the completion of the merger between Uganda Communications Commission (UCC) and the Broadcasting Council (BC). And, these former employees have petitioned the Inspectorate of Government (IGG) to halt their sacking and conduct an investigation into the whole restructuring process. By December 28, 2015 they had requested the IGG through the Centre for Legal Aid, to look into the matter, citing victimization and want the IGG to investigate the UCC board and management for flouting the rule of law and principles of natural justice.

    The former employees, among other complaints, say some officers were placed in positions whose qualification requirements are totally different from or higher than theirs. On the issue of early retirement, the employees said there was confusion especially in cases where people who are over 60 years were retained while those below 60 were terminated . They also complain there were cases where some officers whose services were terminated but their positions still exist.

    UCC Board chairman Vincent Kasangaki, executive director Godfrey Mutabazi, and head of corporate affairs Fred Otunnu have dismissed the allegations of unfairness in the exercise. According to the Daily Monitor, Mr Isaac Ssemakadde, an advocate at the Centre for Legal Aid, wrote to the IGG and said:

    “In light of the January 31, 2016 ultimatum unjustifiably issued by UCC to our clients and the fact that their livelihoods and constitutional rights are now at stake, time is of the essence of this petition … we hereby petition your esteemed office to issue a special order to temporarily restrain UCC and its servants or agents from implementing the impugned decisions until investigations are concluded,”UCC ED Mr Mutabazi yesterday,  told the Daily Monitor that “All the matters concerning this issue are being addressed and I have no further comment”.
