The Ugandan Communications Commission (UCC) under the telecommunications act has the powers to give out telecommunications licenses. Two new potential telecom firms seem to be interested in Uganda’s telecom sector and have applied to the regulator for consideration of licenses to provide services indicated against their respective names; Comm Carrier Uganda Limited and Rockshield Infotech Systems Limited have both applied for voice and data PSP (Public Service Provider ) licenses.
As we’ve said before, PSP license is given by the Uganda Communications Commission (UCC) to those that want to provide public telecommunications services, these are the following licenses: Voice and Data PSP license and Capacity Resale PSP license. Public Service Provider (PSP) – Voice and Data is issued to persons that offer voice telephony services (operated like public switched telephony services whether fixed or mobile) and data services. This includes Internet Access Services or Internet Service providers.
Comm Carrier Uganda Limited and Rockshield Infotech Systems Limited will join the existing 24 companies that have been licensed by UCC to operate as Public Service Providers in Uganda.

The Commission is, therefore, seeking the opinion and/or comments from the public, if any, about the applicants by 13th June, 2016. UCC shall grant licenses to the applicants if, after the expiry of the above stated time, the Commission has received no opinion and/or comments.
