Uganda has taken a leap into the future of vehicle identification and management with the rollout of digital number plates. As of January 6, 2025, the country has launched the third phase of its Digital Registration Number Plates initiative, focusing on vehicles entering Uganda for first-time registration.
The digital number plate system is part of Uganda’s Intelligent Transport Monitoring System (ITMS) project. It aims to enhance vehicle tracking, reduce theft, and improve overall road safety. The system was first introduced for government vehicles in November 2023, followed by motorcycles and tricycles in November 2024.
The cost of a digital registration plate is set at UGX 714,300 for new registrations. For those switching from old plates to new ones, the fee is UGX 150,000 for vehicles and UGX 50,000 for motorcycles.
How to register for Digital Number Plates in Uganda
The registration process differs based on how you’re importing your vehicle.
Category 1: Direct Imports (DIRECT IM4)
If you’re clearing taxes at entry points like Mombasa or Dar es Salaam:
- Clear your taxes at the point of entry.
- Your vehicle will be fitted with a digital plate, and you’ll receive a logbook.
- Log onto the booking system at itms-ug.com after tax clearance7.
Category 2: Bonded Warehouse Imports (FROM IM7 REGIME)
For vehicles brought into bonded warehouses:
- Clear taxes and complete assessments on the URA Uganda portal.
- Visit itms-ug.com to book your digital registration plate.
- Choose a location and time for plate fitment.
Fitment centers
To make the process more convenient, the Ministry of Works and Transport has established fitment centers across the country.
- Border Points: Malaba and Mutukula
- Kampala City: Nine major bonds including Kampala Modernity, Cadam Enterprises, and CFAO Motors
- Upcountry: Offices in Arua, Gulu, Jinja, Mbale, Masaka, Mbarara, and Kabale6
Transition period
The ministry has set a two-year deadline for all vehicle owners to transition to digital plates. After this period, vehicles without the new plates will not be allowed on Ugandan roads.
The new digital plates come with embedded security chips that sync with a device capable of indicating the real-time location of your vehicle. This technology aims to combat vehicle-related crimes and enhance road safety.
Tips for a smooth registration
Plan ahead as the process might take time, so schedule your registration well in advance. Ensure all your vehicle papers are in order before starting the process. Lastly, keep an eye on official communications from the Ministry of Works and Transport for any updates.
