Former ICT minister Hon. Nyombi Thembo has been appointed as the substantive Executive Director (ED) at the Uganda Communications Commission (UCC) after seven years since he joined the regulator. He replaces Eng. Irene Kaggwa has been in an acting position. 59-year-old former ICT minister will be at the helm of the commission for a 5-year term starting 1st Dec. 2023.
In February 2020, Eng. Kaggwa replaced former ED, Godfrey Mutabazi after the then Minister of ICT, Judith Nabakooba issued a memo announcing her appointment. In her letter, Minister Nabakooba directed that Irene Kaggwa serve in an acting capacity until the Governing Board conducts recruitment and a substantive head.
In September 2021, the Minister of ICT and National Guidance, Dr. Chris Baryomunsi, commissioned the new UCC board members described them as “high caliber” and pledged to support them in their oversight role. The new board is a mixture of re-appointed members such as Dr. Dorothy Kabagaju Okello (Chairperson), Dr. Jimmy Pat Saamanya, and Enoch Barata, and new faces such as Ms. Lucy Ntabazi, Mr. Edson Ngirabakunzi, Eng. Paul Odoi and Eng. Geoffrey Agoi. Ag. Executive Director Irene Kaggwa Sewankambo is a member by virtue of her position.
Hon. Nyombi Thembo landed himself a top job at the Uganda Communications Commission (UCC) as Director Rural Communications Development Fund (RCDF) a position he has held since January 2017. Hon Thembo was among the applicants for the job at the government department that is under the ICT ministry he formerly headed!
The Rural Communications Development Fund (RCDF) is a Universal Service Fund (USF) to communications in Uganda. It was established in 2003 and it is administered at arms’ length by the Uganda Communications Commission (UCC).
