Back and forth communication letters in the matters of the defunct UTL seems to be the only thing we can read about this week. Shortly after the Deputy Attorney General (AG) advised Investment Minister Hon. Evelyn Anite that neither her (the government) nor the parliament have the powers to sack the Administrator of UTL Mr. Bemanya Tumwebaze.
In her letter dated 28th June, that was addressed to the Attorney General and copied to the President, the Minister asked the AG to support her petition to remove the Administrator of Uganda Telecom that she had filed in court “with out further delay.”
The move to show who has more powers in this matter seems to be at its peak as Anite’s initial request to the AG was to remove Bemanya was declined. “A decision has been taken by Government to remove Mr. Bemanya Tumwebaze , the official receiver and current Administrator immediately and replace him with an individual that we will indicate” her letter said.
Anite was however caught off guard with the Deputy AG’s response where she was advised otherwise and disregarded her instructions, she said;
It is indeed surprising that your Deputy interpreted my communication as a request for opinion!
The letter said in part that
Importantly, response by the Deputy Attorney General points to a confirmation of a view shared in a meeting chaired by the Minister of Finance Planning and Economic Development with myself , the permanent secretary and two other Technical officers on Thursday 20th June 2019 at 9:00 am where it was stated that Mr Bemanya Twehaze is a crooked lawyer and entranced in Attorney General’s office“
She points out that there seems to be cartels in some sections of government who would love to see Uganda Telecom Liquidated and sell to themselves the strategic assets of the company. While there is no evidence of Anite’s claims this accusation, the Minister hopes the AG will take it upon himself to prove this and also file her petition to court have the Bemanya fired.
